II. For Non-educational Certificates: The state department which issued the certificate or the Home Affairs Department.

After being attested by the relevant state authority, the certificate then needs to be sent to the Ministry of Foreign Affairs for attestation.

After being attested by the Ministry of Foreign Affairs, the concerned party is then required to send the certificate to the Embassy of the country which has requested attestation.
